The program is implemented in four phases. In the first stage, the number of flights on each route of the airline will not exceed 50% of the average number of flights in early April 2021, passengers on board must keep the prescribed distance.

In phase 2, the number of flights on each route of the airline will not exceed 70% of the average number of flights in early April 2021, passengers must ensure the distance.

The number of flights per route of the airline of the third phase, does not exceed 70% of the average number of flights by the airline at the beginning of April 2021, and passengers on board do not need to maintain a seat distance to sit.

In phase 4 (return to normal operation), all airlines are allowed to operate normally.
